On 29 October, however, the Chairman of the Duma`s Committee on International Affairs, Mr Konstantin Kosachev, requested that the document be returned to the committee`s hearings and found that the agreement did not limit US activities in the field of missile defence and that ballistic missiles with non-nuclear warheads did not fall within the scope of the agreement. At the same time, the President of the Federation Council, Sergei Mironov, proposed not to rush to the amendment or to vote on the treaty and to monitor the discussions in the United States.
